MED library package in msys2

Hi,

Can I use the MED library (http://files.salome-platform.org/Salome/other/med-3.3.1.tar.gz) to create a package for msys2 (mingw; https://github.com/Alexpux/MSYS2-packages) that will be available on the github platform?
