Multithreaded variational tetrahedral mesher for Salome

Hi all,

I would like to share with you a simple and a lightweight multithreaded tetrahedral mesher based on Geogram library (https://github.com/alicevision/geogram) interfaced with Salome SMESH module. It can be used to mesh the inner volume of a closed 2D manifold mesh. It can for example be used to remplace the NETGEN 3D algorithm. However, mesh are isotropic and it can't handle mesh refinement for instance.

Performance are decent, since it can be (from my limited testing) 3 times faster than NETGEN 3D algorithm by using 12 thread on a Ryzen 5500U laptop.
